In June 2015, the state of Minnesota joined the Pew-MacArthur Results First Initiative to incorporate the Results First benefit-cost analysis model into its budget and policy processes. This partnership resulted from legislation signed in April 2015 that called for a benefit-cost analysis to evaluate state corrections and human services programs. Minnesota’s executive and legislative branches issued letters of support for implementing the Results First model.
Minnesota Management & Budget (MMB) will spearhead implementation of the model and will coordinate with executive and legislative staff, agency personnel, and other key stakeholders in the state to perform comprehensive program inventories.
The goal of the Minnesota Results First team is to analyze adult criminal justice and select human services programs to inform budget decisions during the development and enactment of the next biennial budget. The state will then have an opportunity to expand into other social policy areas.
