In February 2007, the Metropolitan Housing and Communities Center of the Urban Institute revisited an analysis of American cities conducted in 1998. The comparative analysis below was published with a view towards showing how conditions have changed for Philadelphia and its region since the first report.The Pew Charitable Trusts supported the study.
