The use of general purpose reloadable prepaid cards has grown 249 percent since 2010, and Americans are expected to load more than $100 billion on them this year, according to the Mercator Advisory Group. Many taxpayers are choosing to receive their tax refund on their prepaid card. What happens if a card is lost or stolen? Do all the cards have FDIC insurance? Will consumers need to pay fees to access their money?
