Zachary Bartscherer, an officer with The Pew Charitable Trusts, testified before the Washington House Community & Economic Development Committee in support of H.B. 1147 during a virtual public hearing on Feb. 2, 2021. The legislation would enact a central recommendation of the state’s disaster resilience work group—a task force of state agency officials, legislators, and industry and community representatives—by creating “an ongoing resiliency program” to mitigate the cost and impacts of natural disasters.
