This Policy Guide was prepared by the Secretariat of the Pew Environment Group, to assist the Chair and the members of the Pew Whales Commission.

The guide aims to address twelve key issues under discussion by the International Whaling Commission (IWC) as a means of breaking the current impasse over commercial whaling.  The IWC has been engaged in discussions about the future of the organization since 2007, slated to continue until at least June 2009.
