A May 2011 report, Measuring Transportation Investments: The Road to Results, found considerable differences among the 50 states and the District of Columbia. Just 13 states are leading the way overall, with goals, performance measures and data that decision makers can use to choose cost-effective policy options and ensure the likelihood of a strong return for taxpayers. Tennessee was one of 19 states trailing behind in having the essential tools—goals, performance measures and data—needed to help decision makers choose more cost-effective transportation funding and policy options. The state spent an estimated $1.79 billion on transportation in fiscal year 2010.
