Millions of voters will go to the polls to cast ballots in the first presidential contest since the 2000 election, which exposed major flaws in America's voting process. The 2004 primaries constitute the first federal election since passage of the Help America Vote Act (HAVA). For a number of states, this is the first test of substantial changes to their systems of election administration. This report examines both national and state-specific election reform issues that could have an impact on the 2004 primary election season.
