In 2014, Winona County Community Services produced a countywide Active Living Plan to provide direction on policies and practices that create active communities through nonmotorized transportation (biking and walking) and access to community recreation facilities. Winona County, along with the Minnesota Department of Health, conducted a health impact assessment to enhance the Active Living Plan by including a more holistic analysis of policy decisions that may ultimately influence physical activity.
