The business of state civil courts has changed dramatically over the past three decades. Debt collection and eviction lawsuits now dominate court dockets, and most litigants must navigate the system without legal representation. To help courts adapt to these changes, The Pew Charitable Trusts provides state and local leaders with nonpartisan analysis and technical assistance so they can better understand court policies and processes, identify problems, and develop evidence-based solutions that can be applied to debt collection and eviction lawsuits.

Pew conducts objective, data-driven analysis in a transparent and inclusive manner, working with all stakeholders and perspectives, including judiciary officials, attorneys, and litigants. The resources collected here highlight the type and quality of Pew’s technical assistance and demonstrate how that work is helping policymakers and court officials throughout the country target problems and implement solutions.
