PROFILE

Jake Horowitz directs Pew’s safety and justice research, strategy and issue development team, which identifies, analyzes, and points the way toward solutions on pressing issues in our civil and criminal justice systems. In this role, he supports all of Pew’s safety and justice work through research, a range of policy change strategies and tactics, and the vetting of new lines of work.

Before joining Pew, Horowitz was a social science analyst with the U.S. Justice Department’s National Institute of Justice. He was also a legislative fellow in the U.S. House of Representatives and a counselor and teacher with Eckerd Youth Alternatives.

Horowitz earned a bachelor’s degree in history from Reed College and a master’s in public policy from Harvard University’s Kennedy School of Government.
