SC: Boeing reaps $13 billion in state, local tax breaks; Tops in the nation
Boeing is the biggest winner of state and local tax incentives, receiving more than $13 billion of them, according to a nonprofit watchdog group that tracks the subsidies. The subsidies come primarily from two states: South Carolina and Washington.

The Texas Senate approved a bill that would allow panels of educators, counselors and parents weigh factors like grades, college entrance exam scores and attendance to decide whether a student should graduate despite poor performance on standardized exams. The measure is aimed at the 28,000 seniors from the class of 2015 who have not passed one or more of the tests.

KY: Kentucky’s gasoline tax to drop as oil prices fall
The state’s gasoline tax rate will drop by more than a nickel a gallon to 22.5 cents next month. Democratic Gov. Steve Beshear said that would cost hundreds of millions of dollars in state and local highway revenue. Kentucky’s gas tax is tied to the wholesale price of gasoline and adjusted each quarter.

The Assembly Judiciary Committee sent three gun bills to the floor for a vote, including one allowing people with concealed-weapons permits to carry guns on college campuses in Nevada.

Republican Gov. Chris Christie signed legislation that allows Tesla Motors to go back to selling its luxury electric cars directly to consumers in New Jersey. The car maker had been barred from selling cars in New Jersey for the past year by a Motor Vehicle Commission rule.
VT: House committee votes to support banning teacher strikes
The House Education Committee voted to support a ban on strikes by teachers. The vote came five months after teachers walked off the job for a week in the Vermont school district that offers the best teachers’ pay.
WV: W.Va. colleges need $50 million a year for maintenance
West Virginia’s four-year colleges and universities need $50 million of annual spending on deferred maintenance to not to fall further behind in needed repairs, a new report says. It’s an investment level they didn’t meet last year.
WI: Wisconsin Senate passes bill to ban microbeads
The Wisconsin Senate has approved a measure that would eventually ban the sale of products containing plastic microbeads. The particles have been found to pollute water systems.
