Anne Stauffer directs Pew’s work on fiscal federalism and student loan research, using data and analysis to inform the public and the process for developing policy on current challenges and opportunities in each of these areas. The fiscal federalism initiative analyzes the impact of federal fiscal and economic policy on states. The student loan research project explores the factors behind student loan default and veterans’ higher education debt.
Before joining Pew, Stauffer was an assistant division director in the New Mexico Department of Finance and Administration’s Budget Division, which included budget oversight of the state higher education system. Before her work in New Mexico, she was a program examiner for telecommunications agencies with the Office of Management and Budget in Washington, and a policy specialist for the National Telecommunications and Information Administration. She also worked for an international nonprofit organization that served survivors of war.
Stauffer holds a bachelor’s degree in international relations from Brown University and a master’s in business administration from the University of North Carolina.
