According to the report Taking Stock of the Regional Fishery Management Councils, financial conflicts of interest, a lack of diverse perspectives and an emphasis on short-term gain over long-term sustainability undermine efforts to manage American fisheries.

The authors call for changes in federal policy to institute the same standards of “good government” that apply to other federal and state agencies charged with managing the nation's natural resources.
