Report: Changes in Phila. Courts Led to Drop in Inmates

07/21/2011 - A series of changes to Philadelphia's criminal justice system in 2010 has led to reductions in pretrial detention of defendants and in the overall city prison population, according to a report released Wednesday by the Pew Charitable Trusts Philadelphia Research Initiative.
