Libby Doggett

The Pew Charitable Trusts

Libby Doggett is director of the Home Visiting Campaign at Pew. The campaign partners with state policy makers and other leaders to promote effective state policies and investments in quality, home-based programs for new and expectant families.

As the lead for Pew’s work to advance evidence-based home visitation, Doggett oversees a robust research agenda and works with advocates in target states to build political and public understanding and support for data-driven investments that align with federal guidance. She testifies before state legislatures and other government entities, and is the author of numerous articles in outlets around the country, explaining the powerful potential of home visitation to improve the lives of children and families and yield strong returns to taxpayers.

In her home state of Texas, Doggett ran a home visiting program for infants and toddlers with disabilities living in the Texas hill country, after which she served as the executive director of the Arc of Texas, an advocacy group for children with developmental disabilities. She helped found, and ultimately chaired, the Disability Policy Consortium, a coalition of 20 Texas disability advocacy organizations. She served in the U.S. Department of Education as executive director of the Federal Interagency Coordinating Council for infants, toddlers and preschoolers with disabilities and their families and worked for the National Head Start Association, directing their HeadsUp! reading program. Just prior to joining Pew, Doggett directed Pre-K Now, a project funded by Pew and other foundations to secure high quality pre-kindergarten for all three- and four-year-olds across the country.

Doggett holds a doctorate from the University of Texas in early childhood special education.
