Testimony of Holly Binns before the South Atlantic Fishery Management Council Regarding Annual Catch Limits, Dec. 2010

As this Council finishes the hard work of ending overfishing, it is important to put measures in place to ensure that we don't shift the problem to other species. We are encouraged to see the Council beginning to incorporate management uncertainty through the inclusion of some Annual Catch Targets. We strongly urge the Council to do more to account for our substantial uncertainty in constraining and reporting catch by extending the use of ACTs to both commercial fisheries and to species addressed in Amendments 17A and 17B.
